This list is intended to provide an overview of the highest profile individuals and entities sanctioned by the UK, US, and EU in the wake of Russia’s invasion of Ukraine.

Roman Abramovich – Oligarch renowned for owning Chelsea FC.
Igor Sechin – CEO of Rosneft and former Deputy Prime Minister.
Oleg Deripaska – Owner of stakes in metals companies, EN+ and Rusal.
Dmitri Lebedev – Chairman of Bank of Rossiya.
Alexei Miller – Senior Gazpom executive.
Andrei Kostin – Chairman of the Management Board of VTB Bank.
Nikolai Tokarev – CEO of oil and gas company Transneft.
Gennady Timchenko – Oligarch and owner of the Volga Group, which holds stakes in energy companies Novatek, Sibur and Petromir, alongside interests in financial services and consumer goods.
Boris Rotenberg – Childhood friend of Putin and brother of Arkady Rotenberg, who was sanctioned following the annexation of Crimea in 2014. Holds interests in pipeline construction and banking.
Igor Rotenberg – Nephew of Boris and also a childhood friend of Putin.
Alisher Usmanov – Majority owner of USM Holdings with interests in media, telecommunications, and online services.
Igor Shuvalov – Chairman of VEB.RF.
Denis Bortnikov – Deputy President of VTB Bank and son of the director of the FSB.
Petr Fradkov – CEO of Promsvyazbank and son of a former Russian Prime Minister and Director of the SVR (foreign intelligence service).
Elena Georgieva – Chair of Novikombank, a subsidiary of Rostec, Russia’s state-owned defense conglomerate.
Kirill Shamalov – Putin’s son-in-law and also a shareholder of Sibur.
Yuri Slyusar – Head of United Aircraft Corporation, a key state-owned defence manufacturer.

Sberbank – Russia’s largest bank, majority owned by the state (Not subject to an asset freeze, prohibition on correspondent banking and sterling clearing.)
VTB Bank – Russia’s second largest bank, majority owned by the state.
VEB.RF – Russia’s state-run national development bank.
Rostec – State-owned defence conglomerate.
JSC Research – State-owned defence research company.
United Aircraft Corporation – State-owned aircraft manufacturer.
Tactical Missiles Corporation – State-owned missile manufacturer.
United Shipbuilding Corporation – State-owned naval manufacturer.
Bank Otkritite – Russia’s eight largest bank, owned by the state following a 2017 bailout by the Central Bank.
Sovcombank – Russia’ ninth largest bank, whose shareholders included Russia’s Direct Investment Fund.
Black Sea Bank – Crimea-based bank established following the annexation of 2014.
IS Bank – Development bank with operations in Crimea.
GenBank – Retail lender with operations in Crimea.
Promsvyazbank – Key financier of state defence projects.
Rossiya Bank – Bank owned by associates of Putin and with stakes in strategic Russian media entities.
Wagner Group – Private Military Group.
